Brief Notes on TSTS SCA Services
The GoT intends to provide convenient and speedy Government Services, using Information & Communication Technologies (ICT) through Franchisees.The Franchisees will be utilized as efficient distribution channels through which the GoT can offer its services, information and schemes etc. to citizens in a cost effective, sustainable and efficient manner. To undertake the delivery of Government Services GoT intends to appoint Service Centre Agencies (SCAs) to roll out and manage the Franchisees in the State of Telangana, through the SCA’s . The SCA shall manage the Franchisees for delivery of services to the citizens. SCA’s Build, Own and Operate (BOO) basis SCA Portal; provided that the SCA shall be allowed to collect transaction charges for providing Government services.
Commissioner ESD (Electronic Service Delivery) of Department of ITE&C, Government of Telangana Vide Lr.No. A/1691/FRNCH/TSTS/ESD/2015 DT.15.02.2016 has requested Telangana State Technology Services Ltd. a PSU under GoT to take over SCA operations in view of the challenges faced from privately owned SCAs on account of non payment of commissions in time to the Franchisees and excess collection of deposits from the Franchisees etc. Initially approximately 800 franchisee centers spread throughout the state are identified by Commissioner ESD, which are the Franchisee centers were renewed in May 2016, for being taken over by TSTS. This number will go up in due course.


PKI Division
PKI stands for Public Key Infrastructure, is a division where the digital signatures are issued by TSTS along with E-mudhra Division, Bangalore duly following the guidelines of CCA. TSTS issues digital tokens to both Organizations and also to Individuals.
When issued to Organisations, ie., to the Government Officials, it may be in two purposes
1.Digital Signatures 2.Encription and Combo which is combination of both digital signatures and encryption only for Government Officials for participating in the eprocurement.
And only digital signatures ( certificates) are issued to Meeseva Franchisees and also to the Government Officials who do not participate in e-procurement.
The digital certificates are issued under Class-II and we are also taking up Class-III ane esign with in a couple of days.
In order to obtain a digital certificate either by an individual or any Government Official, initially, emudhra application form has to be filled and PAN card and Aadhar card details is mandatory while applying for digital token.
Now Bio-metric system , has been introduced where in by capturing the figure prints of the individual, digital certificate is being issued which consumes less amount of time in obtaining the Digital Certificates.
